Learning & Development Officer

BASIC FUNCTION

The Learning & Development (L&D) Officer is responsible for planning, implementing, and evaluating learning and development initiatives to support employee growth and organizational capability. This role plays a key part in identifying training needs, designing learning programs, and assisting in the creation of Individual Development Plans (IDPs) based on the results of performance appraisals, training needs analysis, and competency gap assessments. The L&D Officer works closely with department heads and employees to foster a culture of continuous learning and performance improvement.

PRIMARY DUTIES AND RESPONSIBILITIES

Training Needs Identification & Analysis

1. Conduct annual training needs analysis (TNA) across departments using various data sources such as performance appraisals, employee feedback, and competency assessments.

2. Collaborate with managers and team leads to assess learning priorities aligned with business goals.

Individual Development Plans (IDP) Management

1. Develop and maintain Individual Development Plans (IDPs) for employees based on:

– Annual performance appraisal results

– Training needs assessments

– Identified competency gaps from the Competency Assessment

2. Monitor the implementation and progress of IDPs in coordination with line managers.

Developmental Assignment (DA) & Promotion Management

1. Review and process endorsed employees for developmental assignments and/or promotion according to established policy and procedures.

2. Facilitate endorsement of employees for developmental assignment to Employee Promotion Committee (EPC) and monitor performance evaluation when due.

3. Timely updating of tracker and monitoring.

4. Provide instruction to Payroll Team on the implementation of promotion adjustment.

Program Design & Delivery

1. Design and conduct targeted learning interventions such as workshops, seminars, e-learning modules, and blended programs. Collaborate with Unit Heads for inputs and customization.

2. Coordinate with external training providers to deliver identified learning initiatives as necessary.

3. Ensure alignment of training content with competency frameworks and strategic objectives.

Training Administration & Documentation

1. Maintain comprehensive training records, evaluation reports, and development plans.

2. Prepare training calendars, training announcements, and other communication materials.

3. Monitor learning completion, certification, and feedback collection.

Monitoring & Evaluation

1. Evaluate the effectiveness and impact of learning interventions through feedback, assessments, and performance metrics.

2. Recommend/Implement improvements to existing learning programs based on data and

feedback.

Learning Culture Promotion

1. Champion a culture of continuous learning and capability development within the organization.

2. Organize learning campaigns, knowledge-sharing sessions, and employee development events.

IMS, ISO, Data Privacy and Information Security Compliance

1. Ensure compliance on all IMS and ISO related documents, policies and procedures. Manage updating of risk & opportunity registry, objectives monitoring, standard forms, DMR and trackers related to the site.

2. Comply with the organizationโ€™s information security and data privacy policies, procedures, and guidelines to ensure the protection of sensitive data, safeguarding the confidentiality, integrity, and availability of all information. This includes adhering to established protocols for securely handling, storing, and transmitting data while ensuring compliance with applicable legal and regulatory requirements.

3. Attend mandatory annual Information Security (InfoSec) and Data Privacy Act (DPA) awareness training to stay informed about the latest security practices and maintain compliance with relevant obligations.

QUALIFICATIONS:

  • Bachelorโ€™s degree in Human Resource Management, Psychology, Education, Business Administration, or a related field.
  • At least 2-3 years of experience in Learning & Development, Training, or Organizational Development.
  • Knowledge of adult learning principles, competency frameworks, and training evaluation methodologies.
  • Experience in developing IDPs and conducting Training Needs Analysis is highly desirable.
  • Proficient in MS Office (Word, Excel, PowerPoint); experience with Learning Management Systems (LMS) is a plus.
  • Strong interpersonal, communication, and facilitation skills.
  • Organized, analytical, and results-oriented.
