BASIC FUNCTIONS
The HR Specialist is responsible for assisting the HR Officer/HR Manager on the development and implementation of overall HR initiatives such as but not limited to employee engagement, labor relations, performance management, compensation and benefits and Workplace Safety and Compliance.
QUALIFICATIONS:
1. Graduate of Psychology/Behavioral Science or any 4-year HR related course.
2. With at least 1-year relevant experience in handling HR general functions.
3. Good knowledge of Labor Laws.
4. Excellent written and verbal communications skills in English.
5. Meticulous and has a high sense of urgency.
6. Fast learner and can work with minimal supervision.
7. Can deal with people from all levels in the organization.
8. Very good interpersonal skills.
9. Intermediate knowledge in Excel, Powerpoint and layout apps.
PRIMARY DUTIES AND RESPONSIBILITIES
Employee Engagement
1. Participate in the creation of a comprehensive and sustainable employee engagement strategy.
2. Responsible for implementing all employee engagement activities of the assigned site. Oversee and ensure proper execution of all planned initiatives or activities of all sites to ensure high success rate.
3. Identify and address issues and solutions related to employee engagement.
4. Provide recommendations on how to increase employee engagement and awareness through company-wide activities.
5. Close partnership with Operation line managers by involving them in all activities (from planning to execution).
6. Work with Operations in ensuring that monthly and quarterly employee recognition/awarding is done.
7. Initiate feedback survey on a regular basis (quarterly) to determine success rate and on how to improve future activities.
8. Conduct FGD sessions as part of the retention program.
9. Perform other employee engagement tasks that may be assigned from time to time.
Labor Relations
1. Assist in resolving employee relations, labor relations, and work-related problems and consults with immediate supervisor and/or HR Head to determine appropriate action.
2. Coordinate with the Team Leads/Sr. Team Leads on the disciplinary action for erring employees.
3. Review and track NTE/DAN to ensure accuracy and compliance according to our Code of Conduct. Maintains and updates tracker on a real-time manner.
4. Facilitate administrative hearing, prepare minutes and notice of decision accordingly.
5. Work with Leaders on EWS (Early Warning Signs) and escalate issues that need to be addressed with urgency.
6. Ensure compliance on exit interviews. Identify attrition driver/s and develop retention strategies.
7. Attend conferences and meetings, as employee-management liaison, to facilitate communication
between parties.
8. Prepare various reportorial requirements to DOLE (WAIR COVID-19, annual medical reports, termination reports, filing of OSH reports, etc.). Assist on the DO-174 semi-annual reportorial requirements and renewal application (every 2 years).
9. Perform other employee and labor relations tasks that may be assigned from time to time.
Performance Management
1. Monitor semi-annual and annual performance appraisal – initiate sitewide timely reminder,
review of ratings and recommendations for developmental training.
2. Monitor and review performance appraisal for regularization prior endorsement to Immediate
Supervisor and approval of the HR Head.
3. Monitor PIP enrollment and requirements of assigned site through the assistance of other team
members.
HR Administrative & Onboarding Functions
1. Issuance of employment contract and Personnel Action Notification (PAN).
2. Conduct New Hire Orientation (NHO). Ensure compliance of all departments and NHO completion of newly hired employees as a requirement for onboarding.
3. Monitoring and compliance of all Units on the submission of signed JD and KRAs of all their newly hired team members in coordination with the respective HR site POCs.
4. Maintain HR related reports and trackers – RTWO, Attrition, Retention Incentive, 201 Files, Developmental Assignment, PIP, employee movements, etc.
5. Maintain an updated employee masterlist and headcount.
6. Ensure 100% completion of 201 files in coordination with Recruitment.
4. Handle review and endorsement of employees for Development Assignment Enrollment and monitoring of performance evaluation when due.
5. Perform other employee and labor relations tasks that may be assigned from time to time.
IMS, ISO, Data Privacy and Information Security Compliance
1. Comply with the organization’s information security and data privacy policies, procedures, and guidelines to ensure the protection of sensitive data, safeguarding the confidentiality, integrity, and availability of all information. This includes adhering to established protocols for securely handling, storing, and transmitting data while ensuring compliance with applicable legal and regulatory requirements.
2. Attend mandatory annual Information Security (InfoSec) and Data Privacy Act (DPA) awareness training stay informed about the latest security practices and maintain compliance with relevant obligations.
